Meeting Minutes

Members present: Ryan Stone Co-Chair, Courtney Cox Co-Chair, Andrew Maneval Select Board Representative, Don Scott, Sarah Kendall.  Members absent: Jon Miner, Lisa Anderson
Recording Secretary: Mary Ann Noyer

Agenda and voting members – Members approved the agenda as drafted.  Ryan Stone named the voting members as Courtney Cox, Andrew Maneval, Don Scott, Sarah Kendall and himself.

Minutes of 8/12 – Don Scott moved to approve the August 12 meeting minutes. Sarah Kendall seconded. Members voted 3-0 in favor. Mr. Maneval and Ms. Cox abstained due to absence.

Ordinance Review Committee (ORC) – The ORC did not meet in August. The next meeting is October 9 at 3:00 pm.  Mr. Maneval will check on the status of the committee’s minutes.

August Public Hearing on 211 Breed Road, LLC – Members reviewed the discussions and deliberations from the application heard at the August meeting, noting the issues raised and addressed by the board.  Ryan Stone signed the Notice of Decision for recording at the Registry of Deeds.

Document Review / Site Plan Review Regulations – Courtney Cox will send comments to Sarah Kendall for her input. A revised draft of the first few sections will go to PB members by October 7 for all members to review for discussion at the next PB meeting on Wednesday, October 14.

New business / Southwest Region Planning Commission (SWRPC) – The board discussed the opportunity for nomination of two representatives from Harrisville to serve on the SWRPC board of commissioners.  Nominations must come from the PB.  Openings are for a 2-year and 4-year term. With Mr. Maneval having noted his interest, Ryan Stone moved to nominate Andrew Maneval to represent the Town on the SWRPC Board of Commissioners. Courtney Cox seconded. All voted in favor. Resident Katie Hamon will attend next month’s meeting to express her interest to serve in this official capacity.

Mr. Maneval shared highlights of the most recent meeting on regional planning. One idea raised was multitown purchasing of road salt.  SWRPC is looking into it, and talking to suppliers and other towns.

SWRPC Highlights (newsletter) – Members discussed the item relative to the DOT’s work with SWPRC to offer Road Safety Audits. To be eligible, a town must have experienced a fatal or serious injury crash in the last ten years and show a history of crashes indicative of a safety problem that can be addressed through an engineering solution. Members noted that, whether or not the town wants to make changes on town roads, Harrisville wouldn’t qualify for this initiative.  The PB noted the SWRPC newsletter can be a good source for training opportunities.

2027 Budget – Mr. Maneval reminded members that budget season is approaching.  The Select Board seeks input from departments, boards, and committees relative to needs or interests for department budgets, warrant articles, and/or suggested additions for capital improvements or Capital Reserve Funds.  Ryan Stone requested that the Select Board return to its former meeting schedule.  Mr. Maneval will raise this at the next SB meeting.

The meeting adjourned at 8:42 pm.
