Minutes of Transportation Committee (TC) Meeting, June 3, 2026

Agenda:
1) Ryan Whitworth has resigned from TC as he is moving to Zurich.
2) At the request of the TC, the Select Board signed a support letter for SWRPC’s Safe Streets for All grant (seeking Complete Streets road equipment aids for local towns in SWRPC’s region).
3) Mary Day reported on the recent SWRPC Transportation Advisory Committee:
– NH Governor vetoed attempt to raise tolls for out-of-state drivers. The increased revenue was designed to be used for road maintenance and improvements across the state.
– Because of a cut-back in federal and state funding, progress on road improvements across the state has been dramatically slowed down.
– However, both the MAST grant program and the preliminary engineering grant program will be offered through SWRPC this year.
4) Lisa Stedman, SWRPC’s Regional Mobility Manager, is planning to attend an upcoming TC meeting to discuss the regional transportation program and how it may relate to Harrisville. Tara Perry and Jordan Long, the directors of the new Harrisville Village Community Center, will attend the meeting as they are interested in learning about how many residents may be in need of transportation and what services are currently available.
6) Striping on Hancock Rd – Road Agent Steve LaMears says he is looking for a new contractor to stripe it by early July as the previous contractor was not able to follow through on the commitment to re-stripe the road by Memorial Day.
7) Town Radar Data Collection – Matt Perry has gotten into our Traffic Logix radar account and will sit with Earl Horn by end of this week to develop latest traffic data collection report for SB and TC. Speeds and traffic volume during all times of day are helpful to the police department. General traffic volume data will also be helpful to the Select Board and the TC for long-term planning.
8) Parking Signs on Church St have been altered to read “Parking This Side Only,” as recommended by the TC and Matt Perry.
9) Construction in the Community Center area, John Knight: Black top is done, lines painted, curb pavers are in. No word yet from contractors on cost of potential ledge cut-back on Main Street near the General Store.
10) Church St/General Store area Traffic Study: TC members have not yet responded to Roxanne’s form requesting observers to collect observation data in the early summer. Roxanne will resend it to TC members.
11) Canal Railing Committee, John Knight: The railings have been removed and the committee will recommend to SB that the wood posts come off and that sturdy metal railings be maintained on the bridge only. This means that we are not creating a false sense of security on other sections of the road.
12) Research on the possibility of Parabolic Mirror at Willard Hill Rd and Main St – Russ and Don did some initial research but are not yet sure about a solution to the visibility problem. They will follow-up with Matt to further research the situation.
13) AI help on creating a town walk-way series of sketches – Free AI does not enable us to do what is needed. Don will look into developing a picture for residents of the entire potential walk-way. Greg Bakos will get back to us with his firm’s potential cost for creating these drawings. Mary Day will talk with both Greg and Don about follow-up.
14) Dublin School Cross-walk – Claire spoke with Alison Weber. The school has not been successful in getting the DOT to create a cross-walk. After conversation with Frank Linenbringer of the DOT, Mary Day reported that the DOT is not likely to support a cross-walk at this point in Dublin Road because it is more of a pass-through road there rather than part of a village center.
15) J.B. Mack, Assistant Director of SWRPC, attended the meeting in order to offer suggestions to the TC about possible next steps in its efforts to increase safety for pedestrians in the center of the village.
– J.B. complimented the TC on its past work and on its success in winning two MAST grants and one preliminary engineering grant.
– He noted that the primary reasons the TC did not receive a MAST grant last year were the high cost attached to our project and the many competing applications from other towns. He encouraged the TC to consider applying for the grant again and, if possible, streamlining the costs. He appreciated the fact that the project had appropriate support in the town but encouraged the TC to engage residents in further dialogue about the possible solutions to the problem of pedestrian safety in the village center.
