Agenda, Minutes of 12-30/31 – With the addition of two items for non-public session, the SB approved the agenda as amended. The SB approved the meeting minutes of 12/30 continued to 12/31 as drafted.

Department Heads – The SB shared with Department Heads Mr. LaMears’s proposal for building maintenance and repair responsibilities and budget line allocations. Department Heads will review and get back to the board with feedback and any questions.

Department Heads shared updates and reviewed preliminary budget numbers.

The Town Clerk noted that the candidate filing period for elected offices begins Wed January 21st and closes Fri January 30th.   The slots include: Select Board – 3 year term, Town Clerk – 3 year term, Town Moderator – 2 year term, Town Treasurer – 1 year Term, Fire Chief – 1 year term, Cemetery Trustee – 1 year term, Library Trustee – 1 year term, Trustee of the Trust Funds – 3 year term, Supervisor of the Checklist – 6 year term, School Board – 3 year term, School District Clerk – 1 year term, School District Moderator – 1 year term, School District Treasurer – 1 year term (beginning July 1st).  The Town Clerk also reminded everyone that she should be notified in writing of any resignations from boards or committees.

2026 Budget, Preliminary review – The SB noted that the preliminary bottom line for the 2026 budget is $1.8M, a roughly $55-58K increase over 2025 largely due to increases in medical, insurance and ambulance costs.  The first draft of the 2026 Warrant includes financial articles for leasing of highway equipment, building repairs, paving of the recycling facility and road paving.  Proposed improvements to the Fire Department will be discussed more in depth at next week’s SB meeting. Warrant Articles will be finalized in the coming weeks. This year’s Budget Hearings are scheduled for Thurs Feb 5 and Thurs Feb 12 at 7:00 pm both nights.

The Treasurer reported that the town’s long-term loan for construction of the Highway Barn on Willard Hill has been paid off.

Two other items were noted: At the idea of a defibrillator for the new Village Community Center, Mr. Maneval will speak to Historic Harrisville and also the Friends of the Harrisville Fire Service about cost and annual maintenance; on the need for regrouting/repointing of brick at the Town Library, the board will look into grant opportunities.

At 10:41 am, per RSA 91-A:3II, the SB moved and voted unanimously in favor to enter nonpublic session to discuss an employee conflict. At 10:46 am, the SB moved and voted in favor to exit nonpublic session. The board subsequently voted to preserve the confidentiality of the minutes.

At 10:48 am, per RSA 91-A:3II(l), the SB moved and voted unanimously in favor to enter nonpublic session to discuss attorney/client correspondence from legal counsel.  Mr. Maneval will obtain additional information from counsel and report back to the SB.  At 11:01 am the SB moved and voted in favor to exit nonpublic session.

Correspondence and other business – The SB signed off on the 2026 schedule of payroll dates and holidays, adding Indigenous People’s Day and offering employees a choice between Veteran’s Day and Thanksgiving Friday; the SB signed an abatement in the amount of $916.00 for Map 30 – Lot 32-3 per prior counsel and assessor recommendations.
