Meeting Minutes

Select Board: Andrew Maneval, Andrea Hodson, Kathy Scott

Agenda, Minutes of 8/7 – With the deferral of the Energy Committee update, the SB approved the agenda. The SB then moved to approve the August 7th minutes with the addition of “including mourning and burial services” to describe the purpose for the cemeteries.

Police Department – The SB discussed staffing plans for the PD for 2026 in light of Chief LaMears’s pending transition to municipal services full-time.

Transportation Committee – Mary Day Mordecai shared an update from the Transportation Committee, which recommends that parking lines not be painted on Church Street adjacent to the new granite curbing. The committee does recommend a painted hashtag on Church Street to indicate where parking is not allowed in the area 20’ before the Stop sign, and a “No parking here to corner” sign.  The SB agreed to see if the hashtag and sign work to the desired effect and will advise Steve LaMears of this.

The Transportation Committee also received the final proposed design from VHB for a proposed Harrisville pedestrian connection walking path along Main Street, and will send the engineering design to the SB for review.  Southwest Region Planning commission recommends proceeding with an application for a MAST (Monadnock Alliance for Sustainable Transportation) grant for the project. The deadline is Sept. 15. The Transportation Committee noted the project would likely be phased and done in segments.  Following discussion, Mr. Maneval moved that the SB approve the request from the Transportation Committee to work with SWRPC to apply for a MAST grant for the Harrisville Pedestrian Connection project plan. Andrea Hodson seconded. All voted in favor.

Affordable Housing Team – Following on the Planning Board’s agreement to support the endorsement of the housing team’s application for a mini-grant, the SB noted the AHT’s request for SB support and for the SB’s willingness to serve as the fiscal agent.  The commitment from the town would be roughly $3,500, pending confirmation of the exact amount and exact funding sources.  The Ordinance Review Committee is mindful of the housing needs and ordinance issues related to expanding housing opportunities in town. Grant money would be put toward professional planning services to advise the town and housing committee on zoning language to be recommended for vote at town meeting.

Mr. Maneval then moved to authorize the Affordable Housing Committee to act on behalf of the town to prepare and submit the mini grant application to the NH Housing Finance Authority.  Andrea Hodson seconded. All voted in favor.

Correspondence and other business
-On the Monadnock Conservancy inquiry regarding encroachment on the conservation easement on town property along Dublin Road, the SB was advised by the Code Enforcement Officer that he discussed the issue with the property owner. The property owner will remove the fence and encroaching items within 14 days.

-The board signed the pay warrant for $52,069.78.

-On the letter submitted to the Cemetery Trustees and the Select Board requesting removal of a cemetery monument, the SB requests that the Cemetery Trustees please discuss the matter and make a recommendation to the SB for consideration.
