Meeting Minutes

The Historic District Commission held a regularly scheduled meeting and public hearing on Tuesday, June 25, 2024.

Members present: Rex Baker, Chair; Michael Price, Vice Chair; Noel Greiner; Kully Mindemann; Nick Colony; Andrew Maneval Select Board Representative
Members of the public: Larry White; Gretchen Thompson; Andrew Murray

6:30 pm: Site visit, 13 School Street – Board members met at 6:30 pm at 13 School Street. The property owner explained proposed alterations to the rear, west-facing room to be winterized with insulation and electric heat, and to receive new windows and doors.  Members walked the interior and exterior.  The room addition, added to the original structure at an undocumented date, is not visible to the public from the dead-end street.

6:45 pm: Site visit, 93 Main Street – The HDC met with the property owner to view the general area of an existing shed and possible adjacent area on the property for its relocation. The shed will also be rehabilitated. The property owner is also considering construction of an additional structure between the shed and house for an art/music studio. Members discussed zoning considerations, including proximity to wetlands, and explained the need for specific site and project plans prior to any formal review by the HDC or ZBA. Historic Harrisville, as covenant holder, is also reviewing the project.  The property owner will come back to the town once plans are further defined.

7:00: Town Hall – The board then convened at Town Hall for the following:

HDC 2024-3, Lawrence & Wendy White, 13 School Street (Map 32 – Lot 11), applying to renovate the rear, west-facing, room of the house with insulation, new windows and doors. The room is a one-story addition to the original historic structure.  The HDC confirmed that the proposed changes were not visible from the street or public view and make sense for energy efficiency and for the homeowner’s desire for more year-round use of the space.  With no further questions from the board, members moved and voted unanimously in favor to approve the application.

The matter of HDC 2024-4, Gretchen Thompson, 93 Main Street (Map 30 – Lot 67), was not heard due to the property owner’s need to further define the plan for review.
