Meeting Minutes
Select Board: Andrew Maneval, Andrea Hodson, Kathy Scott
Attendees: Pamela Worden, Town Clerk Cathy Lovas
At 6:55 pm, the board moved and voted in favor to enter nonpublic session, pursuant to 91-A:3II(b), to discuss the candidate search for the finance position, and hiring decisions. At 7:08 pm, the board moved to exit nonpublic session, and subsequently voted unanimously in favor to seal the minutes.
Agenda, minutes of 5/31 – With additions of beach sticker enforcement, an update on the solar array project, a note on open enrollment, and a code enforcement update, the board approved the agenda. The board approved the minutes of 5/31 as submitted.
Finance specialist – The board met with the recommended candidate for the Finance Specialist position and extended a conditional offer, based on reference checks. Andrea Hodson will draft the appointment letter and confirm the start date, anticipated for the week of June 24.
Legal update – Andrew Maneval noted the decision of the NH Supreme Court in the matter of Cucchi v. the Town of Harrisville, which reversed the decision of the Trial Court on one count, and vacated and remanded on counts 2 and 3. Mr. Maneval will follow up with town counsel on guidance for handling of town records related to the decision.
Recycling Center – The board will draft an appointment letter for the recommended new hire for the RC attendant position. Kathy Scott noted that, with this hire, the Recycle Center will be fully staffed for the expanded operations. The shift to Wednesday and Saturday open hours begins Wednesday, June 26. Signage is being created and a mailer is being prepared.
Joint Conservation Commission/Select Board Meeting – Andrew Maneval reported on the good meeting of lake association representatives, the Conservation Commission and the Select Board. He added that the HCC scheduled a Community Conversation on the knotweed issue for Monday, August 12, at 6:30 pm, to be followed up at some point by a public hearing on the treatment of knotweed.
Beach sticker enforcement – Clarifying the policy for enforcement of the parking ordnance at Town Beaches, the board noted that property owners and renters may purchase up to two stickers at $10 each.
Correspondence and other business
-The board signed the pay warrant in the amount of $12,890.70.
– Andrea Hodson noted that Eversource completed its technical review of the solar array at the Highway Barn. Eversource will swap out the meter and turn on the system.
-Paperwork is being prepared to alert eligible employees to the July 1 deadline for open enrollment / changes to HealthTrust medical plans.
-The board noted that DES issued its approval for septic operation for 423 Chesham Road.
-The Town Clerk noted that delinquencies on dog licenses will be brought to the SB, as required by state statute.
-The board agreed that, if needed, the rain date for July 7 fireworks should be Old Home Days weekend.
The next meeting of the board is Thursday, June 13. The agenda will include the Recycling Center and discussion with manager Ben Hoy, revisiting of the junk complaints in Chesham, and a legal update, if any. The meeting adjourned at 9:20 pm.
