Meeting Minutes

Select Board: Kathy Scott, Andrea Hodson, Pegg Monahan
Attendees: Don Scott, Andrew Maneval, Earl Horn, Greg Blake, Charles Michal, David Belknap

Agenda, Minutes– The board approved the agenda with the additional item of discussion about a NexTrex bench proposed for town property.

The board held a private discussion about Citizen of the Year nominations. An announcement about the award will be made at Town Meeting on Tuesday, March 14, at Wells Memorial School.

Warrant and budget – The board signed the 2023 Warrant and the Proposed Budget, the MS-636, to be uploaded as required to the DRA, as well as posted at the required locations, including the voting location of Wells Memorial School, the Town Offices and the Post Office. All Town Meeting related documents will also be posted on the home page of the town website under ‘Announcements.’ 

Mobile Covid vaccination site – The board heard from David Belknap about the opportunity for a mobile Covid vaccination van in town. Mr. Belknap will get back to the board with more information.

Community Power – Andrew Maneval shared an update about modifications to the community power plan. He explained that the changes relate to further input from the PUC, and some input from the Community Power Coalition of New Hampshire (CPCNH, regarding requirements for town plans. The alterations do not require further submission to the PUC; they are permitted alterations that result from new PUC rules and CPCNH input. Following discussion, Kathy Scott moved to approve the modifications to the Community Power Plan. Pegg Monahan seconded.  All voted in favor.

The board noted that the next steps include submitting to CPCNH the amended plan along with the signed cost sharing agreement and certified minutes of the meeting when the cost-sharing agreement was approved by Select Board.

Correspondence and other business
The board signed the pay warrant in the amount of $ $139,339.50 and the payroll warrant in the amount of $15,902.26.

Warrant article proposing a solar array – The board discussed and received input on the proposed article for a rooftop solar array at the Highway Barn. The board agreed to revise the article to allow for more options for size and location of an array on any town-owned property. The words “at the Highway Barn” were changed to read “at a municipal site.”

NexTrex – The board will further consider placement of a NexTrex bench on town property. NexTrex collects recycled plastic for repurposing into furniture. A bin is located at the Recycle Center.
