Meeting Minutes

Attendees: Noel Greiner, Chair; Sarah Tibbetts, Vice Chair; Doug Walker; and Kathy Scott

Noel Greiner opened the meeting at 7:00 pm.

Agenda – Board members voted in favor to approve the agenda.

Minutes of October 25, 2022 – Kathy Scott moved to approve the October minutes. Doug Walker seconded. All voted in favor.

Town Report – Members reviewed and, following one revision, voted in favor to submit the HDC’s Annual Report for 2022 as part of the 2022 Town Report.

HDC Application Fee – The HDC considered options for adjusting the application fee to account for increasing costs to the town of newspaper noticing and postage. The current application fee is $25 plus abutter noticing fees of $10 per abutter. Following discussion, the HDC determined it will recommend to the Select Board that the HDC application fee be raised to $35. Adjustments to all land use fees will be discussed as part of the Public Hearings on the Budget, scheduled for Thursday, February 9, and Thursday, February 16, both nights at 7:30 pm.

New business
Welcome packet for new Historic District Property owners–  Board members reviewed and commented on the welcome brochure drafted and shared by Doug Walker, with input from Erin Hammerstedt. Members encouraged Mr. Walker to share with the ZBA and Planning Board Chairs for their input on the Q/A section.

Mr. Walker strongly encouraged the HDC to have one board member take ownership of ensuring the pamphlet gets into the hands of new historic district homeowners. The board discussed collaborating with the Town Clerk who plans to create a new resident packet as schedule allows.

Separately, Doug Walker highly recommended HDC members obtain a copy of the 150th Anniversary Book published by Historic Harrisville.

Roadwork in the Historic District – Kathy Scott discussed the Road Work Committee and town project to repair drainage and asphalt on Church and School Streets and Church Alley. Historic Harrisville will be working in parallel on its own infrastructure projects in this neighborhood.
