Meeting Minutes

Select Board: Andrea Hodson, Kathy Scott, Pegg Monahan

The chair called the meeting to order at 7:00 pm.

Agenda, Minutes – The board approved the agenda. For the October 6 meeting minutes, Kathy Scott suggested attaching a copy of the town’s Eastview Trail easement and the state regulations on e-bikes, both of which were discussed. The board agreed and approved the minutes with attachments. Andrea Hodson noted the SB meeting with the Marlborough Select Board, on Friday, October 7, included introductions between members and a preliminary discussion on police operations. The Chair will submit the minutes for posting.

Police operations – The SB discussed the highlights from the introductory meeting with the Marlborough Board and considered, should a proposal to share operations move ahead, how best to communicate the proposal to townspeople, whether via public hearings in both towns or by Town Meeting. No decision was made.

Fuel quotes /responses to RFP – The board awaits additional quotes and will make its decision next week.

2023 Property Revaluation – The board is reviewing proposals submitted to the Assessor and will decide by the first week in November.

Tax rate and Budget YTD – The board noted that the DRA just yesterday received the revenue number from state that the DRA needs to calculate all towns’ tax rates. DRA also awaits reports from the school.  Separately, the SB is calculating potential budget savings from a shared police operation.

2023 Town Meeting / budget preparation checklist – SB members will review the town meeting preparation checklist, noting the budget building process launches on November 28.

Church alley – Kathy Scott is researching older deed language and former street names at the Registry. Property owners in the area of Church alley have been invited to discuss the matter at the SB meeting on Friday,  October 28.

RC Committee – Kathy Scott noted the RC Committee will meet Tuesday, November 1, at 5:00. The Community Conversation on Recycling will be held Tuesday, November 15, at 7pm at the Granite Mill.  The RC committee is putting a proposal together for facility repairs and cost estimates.

State Election – The SB signed the State Election Warrant. Polls will be open at Town Offices on Tuesday, November 15, 2022 from 8 AM -7PM.

Assessing – The SB signed the Timber Tax Yield for Map 40 – Lot 102-1 in the amount of $425.18.
