Meeting Minutes

The Historic District Commission held a regularly scheduled meeting and public hearing on Tuesday, August 23, 2022 at town offices, 705 Chesham Road.

Members present:  Noel Greiner, Chair; Sarah Tibbetts, Vice Chair; Kathy Scott, Select Board Representative; Doug Walker; Rex Baker; Michael Price

Members absent: Kully Mindemann, Alternate

Members of the public: Scott Swanson; Lawrence White; Akhil Garland; Lee Garland; Lida Stinchfield; Susanne Richardson; Jon Richardson; Don Scott; Gretchen Thompson; Tom Hamon; Kathy Hamon

Site Visit – At 6:30 PM, prior to the meeting the Board met for site visits at 9 School Street and proceeded to 9 Island Street. Various members of the public also attended. No action was taken.

Noel Greiner called the meeting to order at 7:40 pm.

Agenda – Kathy Scott moved to approve the agenda. Michael Price seconded. All voted in favor.

Minutes of June meeting – Kathy Scott moved to approve the minutes of June 28. Michael Price seconded. All voted in favor.

HDC #2022-4, Akhil & Lee Garland, 9 Island Street (Map 32 – Lot 24) – Applying for modifications to house and barn, including repairing windows and sills, adding vents on gable ends of house and barn, replacing vent on north-facing side, replacing elevated wood door on barn’s gable end with 6-foot sliding glass door-window with iron balcony, 82” wide x 36” deep with a 42”-high railing. The applicant also seeks approval for galvanized steel caps for all chimneys.

Akhil Garland presented the application. Noel Greiner stated the application had been presented to Historic Harrisville Inc, (HHI) and that HHI supported the application with the exception of the changes to the back of the barn. HHI plans to revisit this portion of the application at their next meeting. Some discussion was had about possible Zoning Board of Adjustment (ZBA) jurisdiction.

The board then moved to grant

  1. Chimney Caps shall be black painted metal or slate/bluestone (preferred) to match other chimneys on structure. (moved by Doug Walker, seconded by Noel Greiner)
  2. Pellet Stove Vent may increase from 4” to 6” diameter but not taller than existing. (moved by Kathy Scott, seconded by Michael Price)
  3. Gable End Vent shall be triangular in shape, matching similar vents on structure, and painted to match brick. North facing side vent shall be triangular in shape, matching similar vents on structure, and painted to blend. Additionally, the applicant may install roof vents on back side of roof, in kind with dwelling on abutting parcel, painted black. (moved by Doug Walker, seconded by Michael Price)
  4. 6-foot sliding glass door-window with iron balcony was deferred. Applicant agreed to extend mandated time for decision to allow further evaluation on this item. (moved by Rex Baker, seconded by Michael Price)

 All voted in favor.

HDC #2022-5, Lawrence & Wendy White, 9 School Street (Map 32 – Lot 12) – Applying to repair and replace windows, install a new window in the rear wall, convert the existing deck into a screened porch and add a porch entrance.

Scott Swanson stated they were here with revised plans. Noel Greiner stated that Historic Harrisville, Inc. (HHI) has reviewed and approved the revised plans. Doug Scott had some discussion about reducing mullion size.

The board then moved to grant the application as submitted with revisions. (moved by Michael Price, seconded by Kathy Scott). All voted in favor.

Old business – None

New business – Gretchen Thompson, 93 Main Street (has HHI covenants), asked emergency consideration for roof and foundation repairs, and to install French doors due to leakage. Doug Scott stated she must complete an application and receive HHI comments prior to a HDC consideration. Once the application is received, the matter will be placed on agenda for next meeting. In the mean time she may/should take necessary steps to secure the site.

Tom and Kathy Hamon, 32 Main Street (no HHI covenants), inquired as to whether they need to file an HDC application to repair front porch steps and install attic vents. Doug Scott stated they must complete an application for HDC consideration prior to making alterations.

The meeting adjourned at 8:30 pm.
