Meeting Minutes
The Historic District Commission held a regularly scheduled meeting on Tuesday, February 22, 2022 at town offices and via zoom.
Members present: Doug Walker, Noel Greiner, Rex Baker, Scott Oliver, Kathy Scott
Members of the public: Andy Murray, Erin Hammerstedt, Sarah Tibbetts
Agenda
Noel Greiner moved to approve the agenda. All voted in favor.
Minutes of January 25
Rex Baker moved to approve the minutes of the previous meeting. Scott Oliver seconded. All voted in favor.
CLG application
Erin Hammerstedt and Mary Ann Noyer will work with the State Division of Historical Resources to fulfill the request for additional information from the Division of Historical Resources. In response to the town’s application, DHR requests that the HDC provide a copy of the HDC code of conduct, a different map of the historic district, and information regarding HDC time on the state’s EMMITT database file system.
Member search
Doug Walker reviewed and discussed potentially interested candidates for board membership. He continues to reach out to identify and recruit replacements for members who are rolling off. Separately the HDC discussed advice from legal counsel and other attorneys in town to not name a board member with a paid position at entity with an interest in the outcome of applications. Members expressed differences of opinion on this counsel and further discussed the concern over insufficient membership to have a quorum as early as next month.
During discussion of the recruitment and appointment process, the chair noted that interested residents should a meeting or a few meetings, confirm interest in joining with the chair, after which the HDC would make a recommendation to the Select Board. It is the SB that appoints new members.
Attending the meeting were Sarah Tibbetts and Andrew Murray, both of whom confirmed interest in joining the HDC, though Mr. Murray noted he needs additional time to consider before committing. The board thanked them for their interest. HDC members discussed the new member packet which should be provided to incoming members and which should include the HDC Rules of procedure, Regulations, application form, and a copy of the Department of the Interior Standards for Rehabilitation.
The Chair and Kathy Scott thanked all those who have served and who are rolling off. Those leaving are asked to return their copies of the Rules of Procedure for incoming members. Thanked interested prospective members who are attending.
HDC Regulations
Chairman Walker confirmed the adoption of the new HDC Regulations, which are more comprehensive and detailed and include updated guidelines, provisions and definitions applicable to proposed alteration of historic district properties.
