RFP for Road Paving
As the deadline for sealed bids was yesterday at 3:00 pm, the board opened the proposals. The Town received two sealed bids for three road projects in 2021: All States Construction of Sunderland, MA proposed $1.30 per square yard to reclaim and compact Mason Road, $2.55 per square yard to chip seal Hancock Road and $98.00 per ton to pave Island, Canal and Prospect Streets for a total bid price of $132,862.90 for all three projects; The Gorman Group of Albany, NY bid a total price of $18,727.80 (9.555 square yards) for the Mason Road project and a price of $73,064.64 (32,912 square yards of material) for Hancock Road for a total bid price of $91,792.44. The Gorman Group did not bid on the village paving project. Both bidders are prequalified contractors with the NHDOT.
Following discussion and review of both bids, Kathy Scott moved to accept the bid from All States Construction, contingent upon approval at Town Meeting, given the complete and fair bid, the contractor’s successful track record of the performance in the town. All voted in favor.The bid was thus awarded to All States Construction.
2021 Town Warrant Draft Review
The board discussed feedback from DRA and subsequently amended language regarding allocation of the highway block grant for the Hancock Road chip seal project. Andrea Hodson will send the Community Power article to town counsel for review. The board then reviewed the tax impact work sheet, noting the total budget is increased by $56,000 over 2020, and further discussed capital reserve fund allocations. All agreed to propose a reduction in the road equipment fund by $5,000 and in the road fund by $10,000 given the Warrant Articles and other lines in the Highway budget. The second Budget Hearing is Thursday, February 18, at 7:00 pm.
MDS Contract
The board will submit suggested revisions to MDS on the proposed contract.
Police Department
The board continued discussion of the police chief replacement and interview process. Discussions remain ongoing.
SB signed the pay warrant in the amount of $139,221.43.
