Meeting Minutes of the Select Board

Attendees:  Harry Wolhandler and Charles Sorenson (via GoToMeeting), Don Scott, Ranae O’Neil, David O’Neil

Virtual Meetings– As part of the board’s process of researching the most user-friendly and secure videoconferencing and call-in meeting platforms during the Covid-19 state of emergency, the SB discussed options and best practices with HCC Chair Harry Wolhandler and ZBA Vice Chair Charles Sorenson. Both have experience with Zoom and other platforms and recommended the SB choose Zoom given its user-friendliness, more widespread use, and the ability of meeting moderators to control security and privacy settings. The SB appreciated the input and noted it would confirm with all boards and committees which service the Town would use for the near term once a selection was made. Information on how to access all board and committee meetings will be included in the Public Notices and posted on the home page of the website in the meeting notice and agenda column.

Meeting Minutes of April 16– Andrea Hodson provided clarification on last week’s discussion about Community Power. Following agreement by the SB, a motion was made to approve the minutes with the suggested clarification. All voted in favor.

Gravel pit committee– Kathy Scott proposed scheduling the first subcommittee meeting for Tuesday, May 5. The Public Notice of the meeting will include information for remote access. The board also reiterated that a report of the subcommittee’s findings will be prepared and presented at a public hearing. Don Scott noted he is reaching out to Rob Hitchcock at SVE to obtain an estimate for a topographic survey that would be prepared as part of an Alteration of Terrain (AOT) permit from the state. Mr. Scott also will clarify with the state the guidelines and requirements for whether parcels can be merged for operational purposes but not assessing purposes.

Trails and prohibition of ATV use– The SB is exploring existing state ordinances related to the regulation of ATV use on trails. It also will obtain signage to post that such vehicles are not allowed on town-owned trails. Snowmobiles would still be allowed. The board will draft the ordinance and will discuss with the Trails Committee the proposed ordinance, as well as the placement of signs and outreach to neighbors.

Memorial Day Ceremonies– May 24th– SB will make the determination the first week in May whether or not the annual Memorial Day ceremonies will be held.

Recycle Center– The SB will reach out to Randy Tarr, Jr. and Jeff Cady to coordinate, as needed, allowing residents to safely dispose of overflow cardboard in the enclosed building, where the overflow container is located.

Worden request regarding Town Right-of-Way on Skatutakee Road – The SB will address this at its next meeting, April 30.

Assessing– The SB signed the Gravel Tax Levy for Hillsborough Aggregates, NH Route 137.

Pay warrant– The SB signed the pay warrant in the amount of $367,522.10.

Property Transfer/Warrant Article 5– The SB closed on the Town’s purchase of the O’Neil Gravel Pit, Jaquith Road, for $100,000.00, as approved at the March 10 Town Meeting. The office will provide the Trustees of the Trust Funds with the necessary paperwork to authorize the withdrawal of funds in the amount of $95,000.00, also as approved by the Warrant. The SB subsequently moved and voted unanimously in favor to have Ranae O’Neil e-file the transfer paperwork with the Registry of Deeds. A check in the amount of $64.14 was paid by the O’Neils to the Town for taxes due. The O’Neils confirmed they had filed with the Assessor their final Report of Excavated Material for Map 10 – Lot 31.
