Broadband Improvement Project – Andrew Maneval updated the SB on the contract with Consolidated. CCI is amending slightly the proposed agreement, based on feedback from the committee, town and bond counsel. On the bond for the project, the select board office, in conjunction with the Broadband Committee, is preparing the application for submission to the NH Bond Bank. It is anticipated that execution of the agreement with CCI will coincide with the issuing of the bond in July.
Gravel pit committee – The board reviewed potential candidates with the aim of even representation from town government (Planning Board and Select Board), neighbors and technical experts. The SB is looking at a 90-day timeframe for committee work/commitment. The group may contain alternates/technical resources. SB discussed a preliminary outline of scope of work regarding operation and management and will reach out to potential committee members. The requirements for state permits are already outlined.
Purchase and Sales Agreement – Ranae and David O’Neil submitted a standard State of NH Purchase and Sales agreement for review by the Select Board. Upon review and further discussion, and assertation that there are no liens on the property, the SB moved and voted unanimously in favor to sign the Purchase & Sales. A tentative closing date was set for Thursday, April 30, 2020.
Virtual meetings – The SB is evaluating several options for boards and committee meetings via videoconferencing and conference call, beginning in May. Public notices must include call-in numbers and any necessary passwords or codes so that all members of the public have access. In addition to Zoom, the board is looking at Webex and Jitsy.
Emergency Management – Jeff Cady is on path with emergency management activities related to Covid 19. The Select Board discussed potential options for town wide email distribution.
SB signed pay warrant in the amount of $10,407.29.
SB signed the Abatement Application for Linda and Patrick Putnam.
SB signed Oaths of Office as follows: Jeannine Dunne, Tax Collector; Mike Wilder, Code Enforcement Officer and Deputy Health Officer; Russell Driscoll, Traffic Safety Committee; Roberta Gline, Safety Committee; Jeff Cady, Safety Committee; Andrea Hodson, Safety Committee, Traffic Safety Committee and Select Board Alternate to the Historic District Commission; Scott Oliver, Agricultural Commission; Steve Weber, Agricultural Commission; Rosemary Cifrino, Welfare Officer; Jay Jacobs, Select Board Alternate to the Conservation Commission, and Select Board Representative to the ZBA and the Traffic Safety Committee; Anne Howe, Historic District Commission; Harry Wolhandler, Conservation Commission; Earl Horn, Conservation Commission; Jeffrey Trudelle, ZBA; Ned Hulbert, Planning Board; Brian Tarr, Safety Committee; Neil Sandford, Deputy Tax Collector and Assistant Town Clerk; and John Colony, Wayne Derosia, and Wes Tarr, all for the Traffic Safety Committee.
SB signed the MS – 232 for the Department of Revenue Assurance.
