Minutes of previous meeting 12-12-2019
The SB voted to approve the minutes of the previous meeting with two addenda: The first, submitted by Mary Day Mordecai about the Transportation Committee’s crosswalk project, is as follows: The $4,000 that the Transportation Committee has raised comes from four sources: $1,000 given by the Select Board at the beginning of 2019; $1,000 given by Historic Harrisville; $1,000 from the Harrisville Community Fund; and $1,000 from private donors. The committee hopes to receive donations in response to its recent article in Common Threads. The second clarification relates to the SB’s signing of the pay warrant: Of the total amount approved, $774,000 was for the tax payment to Cheshire County.

Recognition of Don Keough’s passing
The SB acknowledged the passing of Don Keough, longtime resident, longtime Highway Department employee, a man with a great sense of humor, a great storyteller, and a wonderful neighbor. 

Residents and Guests
The SB received a proposal from Gus Lerandeau of All-States Asphalt for road maintenance and road reclaiming for Brown Road, Willard Hill/Mason Roads, and Bonds Corner Road to the Dublin Town Line. SB will take the proposal under advisement as it prepares the budget and reviews road projects for 2020. The board also noted the importance of any contractor to be able to integrate with the Highway Department, and to be ready to work within the town’s schedule and as conditions permit.  SB also will obtain paving bids.

Following up on a potential opportunity to acquire a gravel pit for the town, Kathy Scott moved to proceed with due diligence by contacting a licensed soil engineer to assess test pit samples for volume and quality to meet road standard for crush and gravel.  Andrea Hodson seconded. The vote was 2-1 in favor with Jay Jacobs opposed, believing enough local professional insight was available without spending money on a licensed engineer. Test pits tentatively scheduled for Monday.

Other business
Recycle Center – The RC stickers for 2020 are expected to arrive next week. Andrea Hodson prepared a one-page poster for the RC with updated information on projects and explaining that 2020 stickers are available for purchase at town offices. She will make final revisions to the poster.

Primex – SB will obtain quotes for 2020 for property liability and vehicle insurance.

Road Agent – SB will ask Wes Tarr to check fuel in the generators at the fire station and old highway barn.
