Residents and Guests
Per RSA 91:A-3:II(b), at 7:00 pm, the Select Board moved and voted unanimously in favor to enter into non-public session to discuss staffing in the Tax Collector’s office. Following discussion, at 7:30 pm, the SB moved and voted unanimously in favor to exit non-public session.
Committees
Sesquicentennial Committee – Pam Thayer met with the board to discuss activities and planning for the 150th weekend next July 24-26. Discussion included booths, parking, budget, and other items. Committee will meet with the board again as needed.
Broadband Committee – Andrew Maneval and Doug Norman reviewed the upcoming presentation for the Broadband Bidders’ Conference, scheduled for December 12, which will include an opportunity for questions from the bidders. The committee requests some statistics from the SB concerning number of road miles in town and number of utility poles. SB will provide or attempt to obtain. BB Committee will update the SB following the conference.
Safety Committee – Jeff Cady updated the SB about maintenance projects at the library and recycling center, information about the safety data sheets and their locations in case of need to access, and the upcoming meeting with Monadnock Security. The SB discussed options for updating the emergency action plan, which is due for its 5-year update for grant eligibility. Mr. Cady will put together a recommendation. Also discussed was the Annual Solid Waste Facility Report which goes to DES. The next Safety Committee meeting is the week of December 16.
Departments
Budget – The SB noted its need to calculate encumbrances, or anticipated expenses by department prior to year-end, to close out the 2019 budget. SB will reach out to all department heads to request.
Other business
The SB moved and voted unanimously in favor to allow eligible elected or appointed Town officials to participate in the Town’s health insurance program effective January 1, 2020 within the following guidelines: Elected or appointed officials whose term of office is at least one year in duration regardless of his/her scheduled work week; coverage for an elected official terminates at the end of the month in which the individual’s term of office expires, unless the individual is eligible as a retiree in accordance with the HealthTrust Retiree Coverage rules; elected and appointed officials who choose to participate are responsible for 100% of the insurance premium for the plan they choose.
Prior to adjourning, the SB moved and voted unanimously in favor to make an offer to a candidate for the Tax Collector position.
