SB signed weekly financials in the amount of $15, 047.20.
Minutes – SB signed Meeting Minutes for April 12, 2018.
SB reviewed 2018 Landfill Estimated Project Cost Proposal from Golder Associates for $5,850 and signed.
SB signed Mascoma Bank signature card forms.
Departments, Boards and Committees:
Building Inspector – SB recommended to Sue Coleman that she meet with Mike Wilder to discuss a building permit application and any need for ZBA review for a garage addition.
Conservation Commission – SB acknowledged receipt of Meeting Minutes for April 4, 2018.
Health Officer – SB reviewed drinking water analysis results for coliform.
Historic District Commission – SB acknowledged notice of site visit for 3 Main Street.
Library Trustees – Michael Price and Sharon Wilder met with SB to discuss budget discrepancy possibly due to fuel, utilities and maintenance costs which trustees stated have not previously been budgeted for by the library. In the future, trustees will submit budget numbers that correlate to accounting format used by the town.
Planning Board – SB acknowledged receipt of Meeting Minutes for March 28, 2018.
In addition, Jay Jacobs moved to approve the Town Clerk’s preparation of change of terms for Ryan Stone and Lisa Anderson to become voting members of the PB with terms to expire at previously set expirations of 2020. All voted in favor. Ned Hulbert advised the SB that, until September 2018 when Mr. Hulbert transitions from co-chair to regular member, he will remain a co-chair with both Ryan Stone and Lisa Anderson serving as co-chairs alongside him.
Separately, Ned Hulbert, Mary Day Mordecai, and Erin Hammerstedt of various PB subcommittees provided updates on the following: Ordinance revision group will request from approved/budgeted consultant Carol Ogilivie to review existing zoning ordinance and draft ordinance written by Andrew Maneval and make brief recommendations. PB recommends ongoing dialogue and a community conversation on the topic to keep town residents apprised of recommended revisions. Dovetailing with this, PB hopes to have Ms. Ogilvie attend a community conversation on broadband/cell and to recommend ordinance revisions related to wireless infrastructure requirements; Transportation committee’s focus for the first half of 2018 will be on crosswalks, with the hope of one at the general store and one at Wells Memorial School. This is still in the research phase and they hope to meet again soon with DOT. The committee also has been notified that the town is eligible to apply for a project implementation grant through MAST and the deadline is at the end of June, before which the project must be defined.
Tax Collector – SB signed requested waivers.
Town Clerk – SB signed oaths of office.
ZBA – SB met with Carrie Heath to discuss the ZBA’s denial of a variance for a deck that does not meet setback requirements. SB will prepare a letter to affirm and enforce the ZBA’s decision.
Other Business:
Street lights – Seth Farmer addressed the SB to request its participation in the street light stakeholder committee. Kathy Scott suggested the board participate but SB disagreed on the language of the warrant article and the role of the SB, if any, related to it. SB will meet with the town attorney to discuss the role of the SB, if any, regarding the warrant article and the committee.
VP Hampshire Pewter – SB acknowledged receipt of Commemorative Brochure, NHPDIP Investment rates and benefits and Legislative Bulletin #16.
SB deferred discussion of Mr. Cucchi’s letter until its next regular meeting.
