Documents signed and reviewed:
SB signed weekly financials in the amount of $135,416.57.

SB signed Select Board Meeting Minutes for February 15, 2018.

Regarding the Project Cost Agreement for Golder Associates, SB requests additional information from Angela Hendrickson on previous work done by the firm.

SB acknowledged receipt of the School Warrant for Wells Memorial School.

SB signed American Thunder Fireworks contract.

Andrew Maneval will draft the Report of the Selectmen for the Town Report.

Departments, Boards and Committees:
Building Inspector – SB reviewed the building permit application for Mike and Sarina Wilder of 668 Chesham Road. SB requests that Mike appear before it, such that the SB can review the application and approve it as may be appropriate.

Conservation Commission – SB acknowledged receipt of the letter to Planning Board members as well as notice of the special meeting scheduled for February 28.

Fire Department – Regarding the sale of the equipment, the Fire Chief has mentioned attempting to sell it another local Fire Department before offering it for general sale.

Highway Department – Upon the recommendation of the Road Agent, SB approved the posting of an E-2 weight classification sign at the South Road bridge.

Tax Collector – At the recommendation of the Tax Collector to consider a waiver of interest in a hardship case, SB voted to grant the waiver.

Other Business:
Street LightsSB met with Erin Hammerstedt of Historic Harrisville to finalize details of the street light agreement, which stipulates that the Town will purchase and arrange for the installation of 46 Pemco Jamestown side entry radial wave LED light fixtures at locations to be determined by the Select Board. During discussion, all parties agreed on the following amendment:  that “…within 30 days of written notification by the Town of placing the order for fixtures and bulbs, HHI will reimburse the Town in full for the full cost of such purchase, and for the cost of installing such streetlights, less the amount of $20,000.”  Following discussion, Selectman Maneval moved to amend the proposed agreement as indicated above and to authorize Mr. Maneval to sign on behalf of the Town and Erin Hammerstedt to sign on behalf of Historic Harrisville, Inc. with respect to the agreement.  Jon Miner seconded. The vote was 2-0 in favor with Jay Jacobs abstaining.

Regarding Mr. Saari’s request concerning the moderator for Town Meeting, SB has looked into the issue and found that there were no violations or problems.

SB requests that the staff write a letter to the Chesham Road resident advising him that pumping water into the road is a violation of statute, creates a dangerous situation, and any furtherance of the violation will prompt appropriate action.

NHDOT – SB acknowledged receipt of the proposed resurfacing program for 2018, including notice that Breed Road will be resurfaced.

SB acknowledged receipt of the National Business Institute’s seminar on Boundary Issues and Easement Law.

SB acknowledged receipt of the Town Report outreach letter and pamphlet.
