Notes for Angela Hendrickson:

– The SB meeting of December 7 has been cancelled. Please contact the Planning Board to reschedule the Transportation Committee and CIP meeting initially scheduled for that date.

– Please advise the Police and Fire Chiefs and the Road Agent that the SB will continue tonight’s meeting to Monday, November 27, 2017 at 2:30 pm to take up the matter of their department budgets. Please advise the SB which of these departments will be represented and also please request proposed budget information, if possible, from the department heads prior to the meeting.

– SB requests that the notice for the November 30 Select Board meeting include a 6:30 pm start time.

Documents signed and reviewed:
SB signed weekly financials in the amount of $274,863.80.

SB signed weekly meeting minutes of November 16, 2017.

SB acknowledged receipt of 2016 MS -9.

Departments, Boards and Committees:
Building Inspector – SB noted signed building permit for Andrew Fletcher of 187 Skatutakee Road.

Conservation Commission – SB noted thank you letter from George Lowrey regarding the Lake Host Program grant.

Other Business:
Street Lights – The SB met with Historic Harrisville to discuss the proposal issued to HHI by the SB for the street light project. Historic Harrisville requested more time from the SB to allow for the installation of the originally requested test bulb in the Jamestown fixture. HHI stated that its members could not reach a consensus on funding for the project without having the opportunity to see the exact bulb. The SB responded that it didn’t feel allowing more time would produce a different result and that, by proceeding with its plan to install the Affinity LED lights, it continued to leave the door open for HHI to have the Jamestown fixtures installed in some locations in the village, if and when ready, and if allowed by Eversource. The group exchanged different opinions on the public sentiment of the town at large and will hear public input regarding the location of the color temperature bulbs approved by the Historic District Commission at the SB meeting on November 30.  All agreed the ultimate goal is to reach the best outcome for the town as a whole.

Mascoma – SB acknowledged receipt of holiday hours.

Sherry Sims attended to discuss with the SB her disagreement with comments made by John Cucchi at a recent SB meeting. Ms. Sims stated she found his comments tiresome, misrepresentative of what she does, thinks, or says, and incorrect regarding the allegation that Ms. Sims was at the town offices reviewing files with Pamela Worden. The SB took no specific action but took note of Ms. Sims’s response to the statements appearing in the minutes. Separately, Winston Sims addressed the board to request action by the SB in response to allegations made by Mr. Cucchi in a letter to the SB or, alternatively, the approval to contact the town attorney on the matter. The SB informed Mr. Sims that it would consider his requests.

On November 22, 2017, the SB reconvened via e-mail to address an outstanding item from the Police Chief, in respect to a request for access to 911 data to be used for the Town’s broadband study.  The SB raised this issue via e-mail, and voted on a 2-1 basis (A. Maneval and J. Miner in favor), to direct the Chief to make such request, recognizing that the data will be used solely for the Town’s broadband study and that the Select Board will take steps to protect the confidential aspects of that data; i.e., that the only use to be made of it will be regarding the locations of houses/structures on plots of land, for purposes of addressing the delivery of broadband and/or cell service.
