Documents signed and reviewed:
SB signed weekly financials in the amount of $17,061.53.
SB signed Selectmen Meeting Minutes for September 7, 2017.
SB acknowledged receipt of SWRPC Hazard Mitigation Approved Plan Update 2017 and Brochure. Selectman Man is taking the original Hazard Mitigation Plan for filing with the Emergency Management Director but will file with the town records.
Regarding Fairpoint’s Upgrade Option forwarded by Alexis Pitman, the SB decided to defer a decision for the time being until it hears from Eversource on the power issue. If the Eversource fix doesn’t address the loss of internet connectivity, SB will consider the Fairpoint proposal.
Departments, Boards and Committees:
Assessor – SB signed Notice of Intent to Cut Wood or Timber for Robert Ervin of 567 Route 137.
Building Inspector – SB noted signed building permits for Michael Falconbridge of 3 Church Street, Julie Ward of 49 South Road, Russell Cobb of 45 Piper Lane, Cynthia and Richard Sims of 20 Houghton Road, The Harris Center on Hancock Road, Joe Behl of 651 Tolman Pond Road, Peter Katz of 629 Chesham Road, and Paul and Julie Meneghini of 170 Hancock Road.
Conservation Commission – SB acknowledged receipt of the correspondence on the Dublin Erosion Control signage, the email regarding the Silver Lake kiosk and the Meeting Minutes for September 6, 2017.
Fire Department – SB signed the proposal from Keene Door to repair the fire station bay doors.
Planning Board – SB noted the letter from Silas Little pertaining to Mayfair Farm, the email from Sherry Sims stating there is no need for the Planning Board to conduct a Site Plan Review for Mayfair Farm, and the Planning Board Agenda of September 13, 2017.
Recycling Center – SB requested that Angela Hendrickson email Phyllis Tarr regarding attending the next SB meeting to consider the NRRA suggestions and the proposed MDS contract to expand our recycling capability, in order to determine whether to accept some or any of the ideas. If Phyllis thinks it is appropriate to invite someone from NRRA to participate, she is welcome to do so. Separately, SB acknowledged receipt of the confirmation form for the Cardboard Load for the month of September.
Tax Collector – SB met with Rennie Timm to discuss her recommendation to hire Neil Sandford as Deputy Tax Collector for Harrisville. SB requested a chance to meet with Mr. Sandford on Tuesday, September 19.
Trustees of the Trust Fund – SB signed Authorization to Transfer $100,000.00 from the Employee Benefits Capital Reserve to the Operating Account and Authorization to Transfer $150.00 from the Town’s General Fund to the Cemetery Maintenance Trust Account.
Zoning Board – SB noted agenda for Wednesday, September 20, 2017.
Other Business:
Street Lights – SB anticipates the test lights will go up sometime this week.
John Cucchi submitted a letter to the SB from Anne Cucchi regarding the Planning Board Meeting on September 13, 2017. In addition, SB acknowledged receipt of John Cucchi’s notice to the Town Attorney Silas Little that he is withdrawing his lawsuit against the town without prejudice. SB requested a copy of the decision on mediation between the Town of Harrisville and Toni Silk concerning the land that Toni Silk alleged to have owned so that the SB may inform the new landowner of certain rights that exist on that property. SB also requested a copy of any deed the town might have for this property.
SB acknowledged receipt of the following: Information from nh.org about transportation, the American Red Cross’s request for donations for Hurricane Harvey relief, DES’s 2018 Surface Water Quality Assessment Form and information from the DOT about pavement resurfacing, and the City of Keene’s email pertaining to GPS problems on Class VI roads.
SB continued the meeting until 1:45 pm on September 19, 2017.
