Andrew Maneval presented the updated Hazard Mitigation Plan as part of the local Emergency Operating Plan. SB approved the updated plan for submission to FEMA, the state and the Emergency Management Director, which Andrew Maneval will do.

Documents signed and reviewed:

SB signed payroll rates for April 1st, 2017. SB advised Angela that SB members are to receive stipend of $2,500 for 2017 with no adjustment for COLA.

SB will review and further discuss the subject of transitioning to bi-weekly payroll based on cost savings estimates.

SB decided to approve Sample Fund Balance Policy as amended.

SB noted RSA for Wells Memorial/SAU 29 for compliance per the Auditors.

SB signed both copies of the Selectmen Meeting Minutes for March 23, 2017.

The SB discussed the idea of renting out the Old Highway Garage. Given concerns regarding cost to repurpose the interior space as well as potential issues of dividing space, Andrew Maneval moved to not rent a portion of the Old Highway Garage for private use for the present time. Jonathan Miner seconded. All voted in favor.

SB noted 2015 Annual Facility Report Forms.

Departments:

Assessing – SB signed Notice of Intent to Excavate for David O’Neil (Map-10 Lot-31).

Cemetery – SB signed authorization to transfer money to the Cemetery Maintenance Trust for David Sheehan.

Conservation Commission – SB acknowledged receipt of email from Winston regarding the Warrant Articles from Town Meeting, the 2016 Annual Report for Chesham Pond and Childs Bog, and the agenda for the meeting scheduled for April 5, 2017.

Highway Department – Wes Tarr advised SB that he is in the process of receiving bids for the paving of Bonds Corner Road.

Library – SB will look into modem and internet issues.

Recycling Center – SB discussed with Phyllis and Randy Tarr, Jr. the subject of residents coming to recycling center when closed. Regarding access to debit cards, SB requests that Angela Hendrickson provide the SB with the rationale behind the issuance of debit cards. SB will get back to Phyllis with an answer.

Tax Collector – Bob Collinsworth met with the SB to discuss his departure as Deputy Tax Collector. SB asks Angela Hendrickson to convey to Rennie Timm that next Thursday, April 6, during the day is possible for a meeting, and proposes 9:00 AM.

Town Clerk – SB reviewed letter from Town Clerk. No action taken.


Other Business:

NH DES – SB noted notice of fall and winter repairs to Childs Bog Dam.

NH.GOV – SB noted Coffee and Conversation Discussion on Wednesday April 12, 2017.

City of Keene – SB noted Legislative Delegation Meeting for Tuesday April 4, 2017 at 6:00 pm at the old Cheshire County Court House in Keene. SB stated that Andrew Maneval and one other Selectman will attend.

Keene Senior Center – SB noted Thank You Letter for the donation.

Gwen Ames is moving the Abel Twitchel-created website to a new server. SB requests that Angela Hendrickson contact Charles Michal for login credentials.

Regarding scheduling a Public Hearing to discuss cutting along scenic roads, SB requests Angela Hendrickson ask what Thursday night works for David Crane and those involved.

SB requests that Tom Tolman attend next Thursday’s, or the following Thursday’s SB Meeting, to discuss repairing the railings along Prospect Street.

SB noted the thank you note from the Samaritans.

Russ Downing met with the SB and offered further input on changing out the streetlights. He stated that, although the warrant article states that the utility company offer two sample streetlights for trial purposes, the utility company does not provide streetlights for any reason. Additionally, Eversource claims they cannot use the existing bracket because the brackets and lights are integral pieces of equipment so they propose that the town purchase the fixtures from a manufacturer and they can install the brackets and fixtures at a cost of approximately $200 per pole. Mr. Downing noted a certain fixture is eligible for a $100 rebate per fixture. The SB determined that the next step is to meet with the Historic District Commission to discuss where to install the sample, after which a public hearing will be scheduled. SB requests that Angela Hendrickson please contact HDC to request their attendance at next week’s SB meeting to discuss the process for testing street lights.
