Meeting opened: 7:00 pm; Meeting adjourned: 9:30 pm and continued to 9:00 am on March 24, 2017, adjourning at 1:15 pm.

Documents signed and reviewed:

SB reviewed and signed the Selectmen Meeting Minutes for March 9, 2017 and noted the Minutes from the Town Meeting and Elections on March 14th and 15th 2017.

SB asks Angela Hendrickson to post a Public Notice for next Thursday’s SB meeting at which time there will be a hearing to review, and for the SB to accept, the updated Hazard Mitigation Plan. 

SB approves Angela’s request for Caller ID in the Town Office phones.

 Andrew Maneval moved to elect Jay Jacobs Chairman of the Select Board for the upcoming year. Jonathan Miner seconded. All voted in favor.


Departments:

Assessing – SB signed Application for Elderly and Disabled Tax Deferral for Albert and Jean Froy of 33 Blood Hill Road (Map-51 Lot-8).

Conservation Commission – SB noted correspondence from Winston Sims regarding the Conservation Land Trust and the email from John Cucchi regarding the “CAVEAT EMPTOR” email from Winston Sims.

Common Threads – Andrew Maneval to draft article for April/May Issue.

Fire DepartmentThe SB requests that the left over credit from Rymes for $2,566.03 be rolled over to the 2017-2018 Pre-Buy Program.

Planning Board – SB acknowledged Meeting Minutes for February 8, 2017, the approved copy of February 8, 2017 Meeting Minutes and the Draft Meeting Minutes for March 8, 2017.

Select BoardSB asks Angela Hendrickson to schedule a Department Heads Meeting for April 10 at 9:00 AM at Town Offices and to ask those attending to submit requests for items for the agenda.

Tax Collector– Tax Collector shared progress on outstanding balances for 2013-14 delinquent taxes; SB reviewed taxpayer payment agreement.

Town Clerk – SB acknowledged receipt of Audit Report and signed Oath of Offices.

 Zoning Board – SB noted agenda for March 15, 2017 and Draft Meeting Minutes for March 15, 2017


Other Business:

Regarding the email from Andrea Polizos regarding Childcare and cost for babysitting services for Town Meeting, SB approved cost and payment.

NHMA –
SB noted 2017 Supplement to Town Meeting and School Meeting Handbook 2016-2017 Edition.

NH DES – SB noted information on Flood Safety Preparedness and Awareness and Solid Waste Operator Training Workshops Calendar for 2017. 

City of Keene – SB noted State of the Area Ambulances Services and Road Managers and Supervisors Meeting for March 30, 2017 in Keene. 

NH DOT – SB noted proposed Resurfacing Program for Construction Year 2017, the 2017 Boundary and Annexation Survey and Nationwide Webinar on March 28, 2017.

 Street Lighting – Russell Downing met with the Selectmen to discuss the Town’s Street Lighting. SB delegates, in advance, responsibility for decision making regarding the fixture tests to Jonathan Miner and expresses appreciation to Russ Downing for his assistance.

Sarah Quittard, resident and consulting utility forester, met with the SB to offer prism traps to capture data on emerald ash borer, an invasive species of beetle affecting Canadian and American ash trees. SB appreciates the gracious gift of ten traps, which Ms. Quittard has offered to assist with installing, and she stated she would consider an article in Common Threads on the subject.

At 9:30 pm, the SB continued the meeting until 9:00 am Friday, March 24, 2017.

Continuation of SB Meeting beginning at 9:00 AM on Friday March 24, 2017
Dean Ogelby, Pat Putnam and Norm Roy, Third Party Administrator, met with the SB to finalize the Retirement Benefit Plan Adoption Agreement, including eligibility requirements and plan details and to complete paperwork. In addition, Adam Chase from John Hancock Financial Services met with the SB to discuss plan implementation, enrollment and establishment of a town official to serve as fiduciary or plan trustee, and John Hancock’s roles and responsibilities with respect to the program. Next steps include connecting John Hancock’s administrative representative with Angela Hendrickson as point person in town office to assist in the program launch.
