Selectboard signed checks.

Selectboard signed four copies of Selectmen Meeting Minutes for October 20, 2016 and October 13, 2016.

Selectboard noted correspondence from Ed Goodrich regarding the Jaquith Road parcel.

Departments:

Assessing – Selectboard signed 2016 Equalization Municipal Assessment Data Certificate.

Building Inspector – Selectboard noted building permit for Janice Jackson (26 Dion Grove).

Conservation Commission – Selectboard noted receipt of Conservation Commission

correspondence.

Historic Harrisville – Regarding the property at 119 Main Street the Selectboard indicated that, inthe unlikely event that anyone actually acquired 119 Main Street under tax laws permitting the
reclaiming of property, the proceeds received by the town would be used to refund the
expenditures made by Historic Harrisville in acquiring and improving the property up to the limit of
what the town received or the limit of what they spent, whichever is less.

Library Selectboard requests that Angela Hendrickson forward to Tom Tolman the email
from Susan Weaver regarding repair work for the library.

Planning Board – Selectboard noted the email from Sherry Sims to Winston Sims regarding zoning
amendments.

Tax Collector – Selectboard noted receipt of the signed Payment Agreement.

Zoning Board – Selectboard noted the Draft Meeting Minutes for October 19, 2016 and the Revised Meeting Minutes for October 19, 2016.

Other Business:

Selectboard met with Pat Putnam to discuss options for a retirement plan and received certain
recommendations. No decision was made as of yet.

Tom Tolman met with the Selectmen to discuss odd jobs for the Town, including rotting wood on the exterior of the police department building and vent fans for Town Office bathrooms. Selectboard authorized Tom Tolman to meet with the Fire Chief regarding replacement of the Fire Station door and requested an estimate for required work on the police department. Tom Tolman will submit estimates to Angela Hendrickson.

Mike Wilder met with the Selectmen to discuss zoning issues. Selectboard asks Angela Hendrickson to contact Hal Grant and Charlie Sorenson to meet Monday October 31st at 4:00 pm with Jonathan Miner, Andrew Maneval and Mike Wilder to discuss an urgent zoning matter. Selectboard asks Angela Hendrickson to confirm with Selectboard.

 Ned Hulbert and Heri Tryba met with the Selectmen to discuss the Capital Improvement Plan (CIP) and submitted a memo to the board regarding the Master Plan CIP that includes questions for the Selectboard and specific topics they hope to discuss next week, including what does an investment in the town’s future mean? Ned Hulbert stated that, as opposed to the Buildings/Roads-type CIP, the Master Plan CIP is more long-term in nature and is focused on enhancing quality of life, economic vitality and helping grow the school population. Jay Jacobs noted that it is already difficult to get funding to balance the budget on existing projects. Andrew Maneval added the question of how CIP issues are analyzed in advance of Town Meeting in light of budget preparations and that what Mr. Hulbert and Mr. Tryba are asking is what support the Selectboard would provide, or not, going into the budget-making season.

The Selectboard asks Angela Hendrickson to please notice a meeting of the Selectboard and representatives of the Planning Board at 5:00 pm on Thursday, November 3, 2016
which will carry into a 6:00 start of the Selectboard Meeting.

Health Trust – Selectboard acknowledged Health Trust Wellness Department Change and
2017 Guaranteed Health Trust Maximum Rates.

NH DES – Selectboard acknowledged approval of Wetlands and Non-Site Specific Permit 2016 forSilver Road (Map-51 Lot-7).

October 31st – Trick or Treating 5:30-8:00pm
November 3rd – Donna Stone will meet with the Selectmen at 7:00pm regarding updating Zoning
Regulations.
November 8th – Election Day. Polls open 8:00am to 7:00pm
November 11th – Veteran’s Day (Office Closed)
