Selectboard signed checks.

Selectmen approved Selectmen Meeting Minutes for October 13, 2016 with slight revision.

Selectboard requests that Angela Hendrickson contact Ron Trudelle regarding handyman work for the Town.

At 7:05 Andrew Maneval motioned pursuant to section RSA 91-A:3(II)(c) for the Selectboard to move into Executive Session. All voted in favor. The board accepted the recommendation received from the tax collector for amendments to the proposed payment plan for a taxpayer.  The Selectboard reviewed and signed off on the payment plan.

At 7:20 pm, Andrew Maneval moved to come out of Executive Session. All voted in favor.

Departments:

Building Inspector – Selectboard reviewed the approved Building Permits for Jack Calhoun (17
Main Street) and Fred & Susan Putnam (133 Eastside Road).

School Board – Agenda for October 17, 2016. Selectboard acknowledged receipt.

Health Officer – Drinking water Analysis Report for the spring. Selectboard reviewed.

Planning Board – Correspondence from Ned Hulbert to John Cucchi regarding his recent email. Selectboard acknowledged receipt.

Recycling Center – Selectboard approved the request of Phyllis Tarr to begin training Israel Brumaghim to work Saturdays only for James McClure at the Recycling Center.

Zoning Board – Draft Meeting Minutes for August 17, 2016. Selectboard acknowledged receipt.

Other Business:

2016 Local Energy Solutions Conference for November 19, 2016 – Selectboard acknowledged receipt.

Primex – 2017 Workers Compensation Program Renewal. Selectboard added to 2017 Budget file.

2017 Unemployment Compensation Program Renewal – Selectboard added to 2017 Budget file.

Monadnock United Way – Funding for Agency Programs. Board added to budget prep file for 2017.

Pat Putnam and Dean Ogelby met with the Selectmen to discuss options, administrative costs and fiduciary responsibilities for potential retirement plans for town employees. Selectboard will review information submitted by Pat Putnam on a third party administration plan specific to tax deferred retirement funds for government employees (457-B Municipal program) that offers flexibility for both employees and the town, while also weighing the options and limitations of the NH Retirement System. The Selectboard will meet with Mr. Putnam and Mr. Ogelby next week to continue to finalize a proposal.

Scott Stone attended to discuss potential options for a proposed subdivision and the option of upgrading of a portion of a Class VI road to Class V. He also requested information regarding the town’s versus residents’ responsibility for the maintenance of a Class VI road. The Selectboard suggested he consider RSAs regarding road layouts and potentially ZBA and Planning Board reviews.
