Select Board approved and signed Selectmen Meeting Minutes for August 25, 2016.

Select Board signed 2016 MS-1 Summary Inventory of Property Valuations.

Select Board signed 2016 MS – 434 Revised Estimated Revenues.

Select Board signed letter for the TAP Grant/Harrisville TAP Application.

Select Board noted the email exchange between Andrew Maneval and John Cucchi asking if Mr. Cucchi would like to meet with the selectmen to discuss his property.

Select Board noted correspondence from Fernald, Taft, Falby & Little regarding Mr. Silas Little’s Appearance for the Town of Harrisville vs. Planning Board.

Select Board noted NH Public Deposit Investment Pool Information Statement.

Select Board received estimate of $56, 484.90 for NH DOT Harrisville Highway Block Grant for 2016-17. Estimate is for Maintenance, Construction, and reconstruction of class IV and V Highways.

Select Board returned the signed deed for 458 Chesham Road, which each board member will come in to the office to sign during the week.

Jonathan St. Peter met with the Selectmen at 7:00pm to ask for guidance on applying to the Town to open a home-based business. After supplying the board with documents explaining his proposal, Andrew Maneval stated Mr. St. Peter would have to apply to the ZBA for a special exception. Select Board suggested Mr. St. Peter speak to Hal Grant about the specific documentation he may need for his application and to request of Mr. Grant a possible timeframe for getting on the ZBA agenda.

Alan Saari attended to share a conversation he had with an engineer from the State about the dam at Child’s Bog, which Mr. Saari stated the engineer claims will be 2-3 years before they attend to it. Andrew Maneval stated that this is something he would like to pursue further. Mr. Saari then expressed his concern that two individuals in town are exerting, in his opinion, undue authority over municipal issues. The Select Board noted his concern and assured Mr. Saari that the individuals are acting within their legal and official right and within the parameters of their respective committees’ jurisdictions, and that they hold no individual jurisdiction over town matters.

Departments:

 At 7:30 pm, Andrew Maneval moved under RSA 91-A:3(II)(c) to enter into Executive Session for purposes of discussing a proposal dealing with a tax liability. Motion seconded by Jon Miner. All voted in favor.

Discussion proceeded with Rennie Timm of an overview of the taxpayer’s proposed payment plan, the deed process in general and the Town’s options.

Andrew Maneval moved to accept the taxpayer proposal. John Miner seconded. Jay Jacobs asked if a contract would be drafted and signed regarding this proposal. Jon Miner asked to clarify if the proposal applies to outstanding 2015 and 2016 obligations and it was discussed and understood by all that the proposal applies only to 2012 and 2013 obligations. All voted in favor. Rennie Timm to draft the contract agreement for the Select Board to review and sign.

Select Board came out of Executive Session at 8:10 pm.

 Select Board signed the Seaver Reservoir Dam Wetlands Application for Dam construction.

Other Business:

 The Select Board requested that Angela Hendrickson notice that the September 8, 2016 Select Board meeting is cancelled.

Select Board noted that CASA requested to be added to the 2017 Budget for the amount of $500.00.

Select Board noted that Shane Long dropped off a copy of the Road Race Permit from NH DOT. Select Board signed.

Select Board noted the Letter from Ellen Brouillette regarding the excessive speed on Chesham Road. Select Board requested that Angela Hendrickson forward the letter to the Police Chief.

Select Board acknowledged receipt of Notice of Acceptance Permit Application for Land Resource Management (Map-40 Lot-88 & 88-1) regarding Seaver Road Dam. All departments or boards interested in review of this document, please advise the Office of the Select Board.

Select Board requested that Angela Hendrickson obtain the level of interest from Town employees and residents regarding the Health Trust 2016 Flu Vaccine.
